"On my race car I got an extra set of leaf springs, cut the eyes off the largest leafs and added them to the existing set. Then made delrin plastic strips to be placed between each leaf. This allows freedom of movement, a more consistant spring rate and no rust binding. "

Lowering blocks/shackles:
A 2" block should be sufficient. Of course you would also need longer U-bolts. You may have to remove the rubber snubber located above the differential. I've never needed to use shackles, but if you are too low they would be an easier ride height adjustment.

Panhard rod:
The stock leaf springs do allow for some side to side axle movement, but as much as 1/2". Adding a Panhard rod will eliminate this and eliminate further any "boat turning" feel. The picture below was scanned out of an old "Toystore" catalog. No longer available, but you can see how easy it would be to make. A triangular bracket mounts under the floor of the trunk just in front and right of the spare tire and just behind the fuel tank. Since the sheet metal isn't very strong it is a good idea to brace the top with another long steel bracket when you bolt it in place. The other end of the panhard rod attaches to the shock mount on the axle. Make sure the panhard rod is horizontal with the axle when everything is complete and the car is on a flat surface."
